Add a fedora package spec and setup

Browse Source 
Build all Netgen RPMs from cli via:
rpkg local --spec package/fedora/netgen-mesher-bleed.spec
from the toplevel source directory

constructive solid geometry (CSG) or boundary representation (BRep) from STL
file format. The connection to a geometry kernel allows the handling of IGES
